The census puts 2,088 of Arroyo Grande's 8,198 housing units up between 1970 and 1979, and no other row on the ten-period table comes within the margin on the difference of that count; the median build year is 1979, give or take the two years the census prints beside it. What the table then declines to do is separate the two rows behind it — 1,453 units from 1980 to 1989 and 1,200 from 2000 to 2009 are 253 apart, against a margin of 372 on that difference. A door ordered complete, rather than repaired, runs into a fire rule here as well, and its reach is narrower than the phrase suggests. And the list of ways to comply is not fixed between editions of the code. The edition DASMA was reading gives an exterior door four ways to satisfy the requirement; the one in the current code gives six, and names the fire test differently. A list copied off the wrong edition is simply the wrong list, so the question worth asking before an order goes in is which edition the building department here is enforcing — and DASMA's own reminder is that a code is not enforceable at all unless a state or local municipality has adopted it.
