The plan's boundary takes in only part of Florin, and like the ordinance, it was about how a new house is designed, not what happens to a door that has stopped.
So a snapped spring or a dead opener raises none of these questions. They come up when the job is bigger: a garage added or rebuilt. Where work like that calls for a permit — and whether replacing a whole door does is the county's to say — Florin's is issued by Sacramento County: the community is unincorporated and has no city hall to ask.
